By extracting Wayne, Washtenaw, Monroe and the most liberal parts of Oakland and Macomb from Michigan, it would become perhaps the most conservative and Republican state in the Midwest. By taking out Toledo, Lorain, Cleveland, Akron, Youngstown, etc. from Ohio, the state similarly becomes unwinnable for the Democrats. If Pennsylvania lost Erie, Beaver, Washington and Allegheny (Pittsburgh) Counties, PA would have been just about evenly divided in 2004, and if GOP-leaning suburbs were excluded Bush would have won comfortably. And NY without Buffalo and Niagara Falls becomes more competitive for the GOP. Of course, if we can similarly convince liberals to form a heavily Democrat state that runs from NYC to Wilmington, Delaware, the carving out of all of those liberal voters in the NYC and Philly metro areas would make NY, NJ and PA solid Republican states.
